Notify challenge owners of abnormal completion patterns

Notify challenge owners if the system detects issues like abnormally high abandonment or skip rates that may indicate a challenge is more difficult than expected or perhaps needs better instructions, etc.

I'd like to include this as part of the 4.0 milestone.

MapRoulette has always prioritized keeping a low barrier to creating challenges. Over the years we have added many features to guide novice Challenge creators on a path to creating useful, correct Challenges and clearly put the creators in a role of responsibility and accountability. I think this can and should be another one of those tools.

Checking in on this ticket. We would need to define what constitutes a threshold for sending a notification. I think this would be difficult to generalize. @jschwarz2030 @AndrewPhilbin @CollinBeczak any ideas on this? Perhaps this is a solution in search of a problem?
