Add docs section on scaling parameters

In the 'simple scintillometry examples' tutorial in the docs (docs/examples/simple_examples.rst), we could add a section on how features in the data (dynamic, secondary spectrum) scale with parameters such as observing frequency, effective distance, effective velocity.
