[Feature Request] Support group index option for quant linear

We currently only support linear distributed group-wise scaling. However, in some quantization algorithms, desc_act has been used to achieve better model accuracy (g_idx to control the which scaling factor should be used). To further improve the flexibility, I think we should consider support this feature in future release as it's simple and may not take too much efforts.
