[CoE Starter Kit - BUG] Admin | Sync Template v3 (Flow Action Details) is immediately turned off #1385

Describe the issue

When turning on the Admin | Sync Template v3 (Flow Action Details) flow in the CoE, it is automatically and immediately turned off by the system.
error message: Your flow was turned off on 21/10/2021 09:30:51 (14 minutes ago) because it was running more actions than expected
This flow has never run successfully since our upgrade to September 2021 release a few weeks ago. This issue always appeared when we tried to launch it.

Expected Behavior

This flow should be running without error

What app or flow are you having the issue with?

Admin | Sync Template v3 (Flow Action Details)

Steps To Reproduce

Go to the flow in the Core solution and simply turn it on.

Hello, you have hit API throttling, the way to get around this is via an exemption. Please see #917
