Enhancement: Show Power/Trait/Tag tooltip when hover over the item...

It would be a huge time-saver if we could hover the mouse over a Power/Trait/Tag for 1-2 seconds and have the system popup a tooltip (or the like) that shows the details of that power : Usage (standard, reaction, etc) and Range for powers, and Description Text for Powers/Traits/Tags.

I wonder if something like the controls tooltip could be leveraged. Would need to look to see if that's a global function.
