Add prebuilt version for Windows and GNU Radio 3.8

Hi,

Dunno if it's the proper place for such request, but here goes.

I'm following the guide on how to install gr-limesdr on my GNU Radio installation: https://wiki.myriadrf.org/Gr-limesdr_Plugin_for_GNURadio#Installing_only_GNU_Radio

I'm stuck because prebuilt version available here https://downloads.myriadrf.org/project/limesuite/20.10/ is only for GR3.7 and I need to use 3.8. Sadly GR3.8 isn't compatible with 3.7 plugin out of the box.

Could you please upload the binaries with 3.8 version?

Same here, it's a blocker right now, trying to develop flowgraphs to run on Raspberry Pi OS (apt install gnuradio yields 3.8) from Windows (where 3.8 gr-limesdr doesn't seem to exist)

To work around this I'm going to have to build a Linux laptop.
