It came up in an email with Ma Dada that it would be good to be able to track content that mentions an Alaveteli install but not in the context of specific requests.

We could use a similar pattern to global censor rules, where an associated record is optional.

Citations of this kind would still appear in the main public list at /citations, but not on individual request or batch pages.
