fcitx用の名称でfcitx5専用の処理をついcskk側に入れてしまったので、それを除いたgenericなkeyevent作成APIを追加しなおす。
fcitx5-cskk側でも処理をcskkに任せず、このissueで追加したAPIに切り替えて将来的にはfcitx専用APIをなくす。
