Spike: Attempting to create an importer spins infinitely sometimes

Reported in Slack:

One tenant (smwc.hykucommons.org) is having timeouts on attempts to import, even very small jobs (less than 100 works)

The files are standard pdfs, nothing especially large

I don't believe they get an error page. When they click Create and Import the get a loading circle on the browser tab but it never goes through. I tried it and waited ten minutes with no status change. It happens sometimes with very small imports, like CSV only or a few files, but happens regularly but not always with imports of more than five or so PDFs
