Set up load balancer and another hyrax server for better performance

Summary

Cal State is currently running only 1 hyrax server. The workers have been moved off to another server already. But occasionally the server has spikes in memory usage and goes down. While we resolve the issues with memory we also want to increase stability and redundancy in general. Softserv proposed that we setup a load balancer and another server to reduce outages, and Brian agreed.

Acceptance Criteria

• add LB to terraform
• Add an additional hyrax server instance to the stack
• Use AWS LB service
• notify Brian when we are ready for a DNS switch.
