While updating the AMP endpoints to support GDPR in ampproject/amphtml#24620, I went ahead and added the ability to pass in account ID as well.

&account=ACCOUNT_ID

Next step is for Prebid Server to look for the account query string parameter and utilize it over site.publisher.id.

This is important support Stored Request IDs that are unique to the account rather than unique globally as described in #1024
