When the latest branch was switched to CentOS 9, we stopped publishing the "latest" tag for the pulp-ci-centos image.

We should have the last CentOS 8 branch, 3.39, publish as "latest" also.

This is a follow up to #634

Publish the latest tag for the 3.39 pulp-ci-centos

So that pulp-ci-centos (EL8) will continue to have a latest tag
that points to the newest image.
