Suggest to enable alternative rate limit of 0 KiBs.

This will enable a "silent server schedule". Setting to 1 KiBs still makes disks clunk constantly.

Use case

I have a seed server in my home office. I have to manually pause all torrents during the workday, and manually start everything before I go to bed. HDD noise while seeding is distracting while I am trying to work.

Kind of. The logic to pause the session exists (here) but I only implemented it for the advanced scheduler so you can't change the global and alternative limits to 0 right now. I'll fix it in the PR if I find the time. Otherwise, someone else can do it later probably.
