Imported k3s or rke2 cluster has a strange view in Waiting state

• Rancher version: head (2.11)
• Rancher UI Extensions:
• Browser type & version: Firefox 135.0.1

Describe the bug

Editing an imported cluster during the "Waiting" State has the older page view.

Found when testing #9476

To Reproduce

1. Setup rancher
2. Import a k3s or rke2 cluster
3. When the State changes to "Waiting", attempt to Edit Config

Result
The page appears to have the old Ember view instead of Vue.

Expected Result

Page should look similar to either the Active state or the initial "generic" import state, but should not have a different experience altogether.
