BATCH_TREE_REORG mode has a bug in which trees of a batch are reported complete before they actually are, leading to crashes in the best case and incorrect output in the worst. PR #6161 should have suppressed this mode, but it did not fully do so as evidenced by the reappearance of the bug in CI runs on PR #6245. We should determine why this happened and ensure that this mode is completely suppressed until the new FIL implementation is promoted out of experimental.
