[<Ray component: Core>] Customized RuntimeEnv Plugin

Description

Hi, I want to add some processing right before the whole ray pipeline. I think it is better to achieve this by adding a customized RuntimeEnv plugin, since our company has some dedicated tools. However, it is not very covenient to do so, we have to build a new ray packge from the source code.
My question is whether we have the plan to add runtime environtment plugin no need to build the source code.

Use case

Add the dedicated tool of our company to runtime env plugin, so that more business engineer could easily use existed tools.
