I think I now understand the original idea of "Minutes of Uncertainty". To tell the user that the plug-in position of the body (GHA and Dec), and altitude corrections is off by up to 10 minutes. 10 minutes is 10 nautical miles. Kind of unacceptably large. And it's great that this error has been reduced over time.
A couple years ago, when I compared sight reductions I did using Nautical Almanac to OpenCPN I found the Sun's GHA to be off within +/- .2 min or .2 nm. Sun's Dec was much better at within +/- .1 minute. And after these proposed changes, we should get good precision for the moon (see my spreadsheet for a small sample size). And I'd be very happy to focus on the other bodies.....I noticed that Polaris precision is questionable. But, I'm unsure about how often Polaris is used. It is 3rd magnitude star and a little dim at twilight.

and changing it from 10 minutes (=10 miles, an unacceptably large degree of uncertainty)
is because if the minutes uncertainty is set too small, the circle will NOT show on the charts. This is very confusing to users who are unfamiliar, and it is a major block. They think the plugin does not work.
I don't think we should change this note too much.
It reads "Minutes certainty set likely to small, Sight may not appear."
I think it should read
"Minutes Certainty" is likely set too small. Sight circle may not appear on Chart."
