Document and improve processes for interaction with the Rust Foundation

Are there ways for Project Directors to interface more closely with the Council?
How can we ensure Project interests are clearly represented with the Foundation board?

I'm sure there is more to consider here, but I don't know what that is exactly.

We discussed this today in our meeting, as it is marked as high priority but has not seen an update on this issue in some time.

This is one of three items that was identified by the originally-seated council as high priority last year. We talked about how we'd like to have a way to identify when this work is done. That is, we'd like to have a clear completion criteria.

We discussed how we may perhaps be OK with the existing processes for interaction -- informal as they may be -- and how perhaps all that may be left to do is to document that.
