Unify meatball menu

The meatball menu in the top right behaves differently on every page. I often want to edit my settings but can only do so from a timeline page.

Describe the solution you'd like

Unify the menu so that it has some options that persist between every page. For my use case only settings would be necessary, though others may find other options be useful as well.
