Move this repository to appropriate location

@yuvipanda - this is a generalized implementation of the "gitpuller" init container that should be configurable via environment variables. Should we move this to NASA-IMPACT, or should this move to another location where it's clearer that this is not tied to the NASA use-case but could be used by anyone that wants to pull in a repository of notebooks by default for users?

Will move the repo next week and work on making the PR to the 2i2c infrastructure repo to implement this.
