T21587 - Placeholders and button labels not responsive to locale switches

To reproduce the issue, run this demo: View Demo.
A creator locale selector updates the creator.locale and creator.survey.locale settings at runtime. However, certain UI elements are not translated. In particular, existing pages and questions remain translated to the previous language. Refer to the following screenshots.

The default (English) locale:

French - The newly added page and question are translated correctly, however, the existing page and question are not.
