GOAL: Significantly reduce build and CI times.

TODOs:

  • Add Proper Buildpack: Meantime, we can use this open source buildpack: heroku-buildpack-uv
  • Review all of our default Python dependencies and remove unnecessary ones
    • Pillow is not needed
    • Remove runtime.txt - it is deprecated on Heroku in favor of .python-version
  • Change GH Actions from flake8+black to ruff
    • Update pyproject.toml to set ruff line-length to 100
    • Install uv and ensure .venv is activated
