What does the enhancement do?

Several time_bucket variants are not supported in CAGG definitions, (see func_cache.c:funcinfo), for example integer time_bucket with offset.

+1, at a minimum supporting offsets to be able to right-label buckets is an essential feature for many use cases including mine.
