Revert 98965b for January Catalyst release

98965b5 reverts the recent updates to the TOML since v0.11.1. The original commit was meant to correspond to a Catalyst release planned for January. The revert will produce wheels that are compatible with the current version of Catalyst on PyPi, but we need to plan to revert 98965b5 before or by January, to correspond with the Catalyst release.
