[COMMAND] Channel Slow Mode Command

Description

This command should activate/deactivate slow mode in the current channel.

Use-case

There was a raid recently in which no admins were present, and us moderators had to manually ban/delban each account. This command can be useful in situations where admins are asleep, and will help moderating the server without having to add more admins. Of course this has to be a mod only command.

Proposed syntax

!slowmode <channel?(optional)> <time?(optional)>
