Cant get the publisherNotificationsUserGroup to work

Hi,

Trying to limit notifications mails hitting each member of an editorial team (publisherUserGroup ) we tried using the new option publisherNotificationsUserGroup , but it seems to cause this exception:

We tried both adding an uid in config/workflow.php

        'publisherNotificationsUserGroup' => 'ddebabaa-1a02-414d-8b9c-560995833a1d',

and using the settings UI.

Steps to reproduce

1. Set a specific group to receive email notifications.
2. Trigger a notification
