I also noticed this. If you start at the top after page load, and drag the cursor downwards, it's fine until you need to scroll. At that point, the location of the tooltip seems to jump up by at least the height of one of the year graphs. Setting the tooltip placement and positions attributes to auto top don't seem to resolve this. I only have four years, though. Seems like it's dependent on just how far down you have to scroll to see the bottom of the visualization. I only have to scroll to see one; the above user seems to need to scroll to see three and seems to be off by a larger margin than mine... three graphs lower, actually.

just letting you know I found an edgecase for this user with 7 year history, scrolling the page make the tooltip be misaligned
