Issue: Cannot download files from public folder in version v.1.3.4

Description

I encountered an issue after updating Vitepress from version v.1.2.3 to v.1.3.4 where I can no longer download files from the public folder on my Vitepress site.

Steps to reproduce

1. Run Vitepress on Gitlab Pages
2. Update Vitepress from v.1.2.3 to v.1.3.4
3. Attempt to download a file from the public folder.
4. The error message "file not available on the page" appears

Expected behavior

Expected behavior

Files from the public folder should be downloadable, as they were in version v.1.2.3.

Workaraound

Downgrading back to v.1.2.3 resolve the issue and restore file downloads from the public folder.
