[css-grid-2] Define static position for abspos child of a grid container #11878

In Section 10.2, the CSS2 reference is not very relevant to absolutely positioned children of a grid container.

Consider explicitly stating that the "static position" (of an element) here refers to an abspos element with unspecified grid-placement properties.
