registration process should be split out to individually set the rules for each registry table

I was just looking at the registry definitions section of the W3C Process Document and I realized we should be splitting out the registry definitions for each table rather than combining them all together in section 3. This is an issue that should be used to track the variety of different registry tables that exist and what those rules are. I suspect we'd need some debate for each table though so it may be best to create separate issues for each of these.
