Improve test data user account generation

We're loading in users via our fixtures, other one click deploy repositories sometimes include an admin account with a basic password, however, requests the password is changed when following setup instructions.
Will may want to consider making account creation more explict accounds from fixtures (data.json) and instead either include the logic within the load_initial_data management command with some additonal logging or remove account creation from being automated altogether.

Dependeing on approach the make commanddump-data, might need to be updated to exclude the user model.
