Can't convert alias into translated page (in sync mode?)

I have a wagtail page with three models, that are nested within one another like so:

1. Group
2. Module
3. Screen

When creating a module and a screen together and wanting to change the alias page from the sync mode into a translated synced page, wagtail-localize just claims that it did it but I am still looking at the alias page and can indefinitely try to create a translated page with the same menu item with no success.
