Is your feature request related to a problem? Please describe.

A new schema v1beta1 will be introduced in Zarf. The specific changes to the schema are covered in ADR-0026.

This change will wait for the packager refactor #2969, which will make the new schema easier to introduce.

This issue should be closed when users are able to create packages with apiVersion: v1beta1 in their zarf.yaml
