Reordering tabs to top or bottom is still funky

• I have searched existing issues and avoided creating duplicates.
• I am not filing an enhancement request.

What happened?

• With at least 3 pinned tabs, it is impossible to move any tab to the top (works with 2 although no UI cue is given)
• Moving any tab to the bottom of the pinned tabs section immediately reverts back / fixed in 1.8.2b
  • Same thing with the top of the regular tabs section

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
