"Switch to Tab" option (in URL bar) does not work

• I have searched existing issues and avoided creating duplicates.
• I am not filing an enhancement request.

What happened?

...at least 99% of the time. I know it worked at least once within this same version, maybe using the % shortcut, but I also used that shortcut another time and it didn't work.

Expected behavior:

• I click the entry in the URL bar dropdown showing "Switch to tab", and it brings me to that already opened tab

What happens instead:

• I click the entry showing "Switch to tab" and it just opens the URL for that tab in a new tab at the start/end of the tab list.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
