Add REST API endpoint "/health" for health check #374

Instead of using any of the existing REST API for health check, I purpose we have a dedicated "/heath" for monitoring DCL health.

This would really help - another mechanism is to query the "status" api and check if latest block height is increasing every 10 minutes which requires the client to maintain state (in step 9) - https://github.com/zigbee-alliance/distributed-compliance-ledger/blob/master/docs/running-node-manual/full-node.md
