v2.3.0

This is a minor release of the EBBR specification. Compared to v2.2.0, this release formalizes the Boot Manager requirements, adds requirements on authenticated FMP capsules for firmware update and deprecates spin tables for AArch64. Signed-off-by: Vincent Stehlé <[email protected]>
