Added Recommended versions and the corresponding Reference content for the below packages:

  1. django
  2. tensorflow
  3. rust
  4. nodejs
  5. pytorch
  6. golang
  7. kubernetes
  8. electron
  9. redis
  10. perf

Why is this version recommended? Not clear from the reference content what changed in this particular version or if Arm is recommending this version at all.

Why is this version recommended? Not clear from the reference content what changed in this particular version or if Arm is recommending this version at all. I see that is what's being installed, but there is no advice for why to use this particular version or not.
