fix: update Enforce-Encryption-CMK.json

Overview/Summary

This pull request includes updates to the Enforce-Encryption-CMK.json policy set definition. The changes primarily involve modifying default values and updating policy definition versions.

Key changes:

• Updated the defaultValue for cognitiveSearchCmk from "Deny" to "AuditIfNotExists" and adjusted the allowedValues accordingly.
• Changed the definitionVersion for the Deny-CognitiveSearch-Cmk policy definition from "1.*.*" to "2.*.*".
