A rerun for #634.

When this PR was originally merged, the CI run on main checked out CommunityToolkit/Tooling-Windows-Submodule@ecad04d when it needed to check out CommunityToolkit/Tooling-Windows-Submodule@1798ba9 to get the updates.

This PR simply bumps the submodule in an attempt to re-sync with the latest tooling.
