A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput). Due to intrinsic variability in measuring that goal, we can only estimate its mean value for each experiment; we report uncertainty in that value as a 90.00% confidence interval denoted "Δ mean % CI".
For each experiment, we decide whether a change in performance is a "regression" -- a change worth investigating further -- if all of the following criteria are true:

What does this PR do?
This PR allows all Agent start command to create the auth artifacts if they don't exist yet. This have been made possible by the implementation of a safe concurrent write mechanism for auth artifacts creation (#33232).
Motivation
With the increase of usage of auth artifacts (introduction and usage of
ipc_cert.pem
in all Agent IPC servers, validation ofauth_token
on subAgent), using lazy-loading and half-initialized auth primitives makes the agent subject to unhealthy state.Describe how you validated your changes
This change is validated by the new e2e test that validate that every Agent use the same auth stack after start up (added in #33918).
