Added elements from Ed 6 input to Jan. 2025 MPEG meeting. Changed Duration to round to milliseconds unless time is less than millisecond

Changed Duration to round to milliseconds unless time is less than millisecond
The specs should now be stable, so I don't expect any changes beyond bug fixes.
