Steps to reproduce

1. Navigate to the split payment.
2. Fill in all required fields.
3. Delete all rows from the table.
4. Click on the "Create payment" button.
5. Observe that the "Create payment" button remains active.

Expected behaviour

• Remove the ability to delete all rows in the table.

Actual behaviour

• The "Create payment" button is still clickable, even when no rows exist in the payment table.
