The macro _CCCL_IF_CONSTEXPR was required as fallback for C++ < 17, but since we require C++17 as minimum C++ dialect now, we can retire and drop _CCCL_IF_CONSTEXPR, replacing it by a plain if constexpr in all occurrences.
