Tidy up INSTALL and REQUIREMENTS files (#3499)

* Tidy up INSTALL and REQUIREMENTS files
* 64bit support is enabled by default
* large file support is enabled by default
* list LIBSVM and PDAL as optional requirements

* PDAL is required also for v.in.pdal
