This PR

  • upgrades to cuda=12.8
  • tests a new nvidia::cuda base image that is much smaller to speed up build times

  • for some reason the build uses cuda=12.4 and not the correct cuda=12.8 version. Some issue between docker and the base image which uses cuda=12.4
