EDGG sector changes AIRAC2413

Description of changes

• updated boundaries to display new positions with reasonable accuracy
• added data to ensure all default logins are covered and maps display respective positions with reasonable accuracy
• added data and fictional boundary to prevent instructor/examiner logins from lighting up the entire FIR

Reason and motivation

EDGG will update available sector splits with AIRAC2413, requiring an update for this data to ensure positions show up correctly on map tools. Additionally, this change will ensure that not only half or less of the covered area will light up when controllers open bandboxes covering more than one sector group.
