This PR introduces the following background material elements for windows 11 only :
A few additional changes have been made:
frame.toframe?.to support optional chaining (will be needed when standalone-electron-types get updated).navigator.userAgentData.Caution
CI builds may fail due to standalone-electron-types being outdated (currently at electron v20, 13 versions behind electron's latest release v33). The PR has been forged to comply with the new types and therefore will only work after standalone-electron-types is updated.
