Resolves #2467

Proposed Changes

Added NEXT_PUBLIC_ROLLUP_PARENT_CHAIN_NAME to pass the parameters of the parent chain for the rollup. The NEXT_PUBLIC_ROLLUP_L1_BASE_URL and NEXT_PUBLIC_ROLLUP_PARENT_CHAIN_NAME variables are marked as deprecated.
