Usually these tests are needed for release endgame item "Validate Dapr CLI non-slim scenarios on Windows" There is a limitation to run on GH runner due to Docker incompatibility Inspired by the issue (see for more details): dapr#1078 Signed-off-by: Anton Troshin <[email protected]>

Add a set of tests to run manually on Windows
Usually, these tests are needed for the release endgame item "Validate Dapr CLI non-slim scenarios on Windows"
There is a limitation to run on GH runner due to Docker incompatibility
